This is one of the many National Forest campgrounds that is simple and beautiful and located in the Tollgate area. The website isn't updated very often but can be found here. Woodward is nestled on a private lake (pictured above) and while it's beautiful to look at, you can't swim in it unless you're a member of the home owner's association.
Campsites cost $12-17 a night and each come with some tent or camper sites, a picnic table, and a fire pit, and access to a pit toilet and water spickets. They often fill up weekend evenings but not super early (like Jubilee Lake) so you don't have to leave your house in the morning to have a campsite.
To get there, drive Hwy 11 south through Milton Freewater. Take a left on Winn Road and then a left onto Hwy 204 to go up the mountain. After you pass the Tollgate Store, look for signs about Woodward Campground on your right. Then find yourself a spot!
Cool tip: there's a guy who sells wood for a really reasonable price on the side of the highway before you get to Tollgate Store! $3 per bundle or $5 for two (or $.50 per piece of wood). It's the honor system and great.
Permits: While you don't need a NW Forest Pass in the campsite, it is helpful to have one for exploring the surrounding area (Umatilla Rim Trail, Jubilee Lake, etc)
